Vientiane: The Lao People’s Democratic Republic (Lao PDR) and the Food and Agriculture Organization (FAO) have entered into an agreement under the Asian Development Bank (ADB)-financed Sustainable Rural Infrastructure and Watershed Management Sector Project (SRIWMSP). This partnership aims to bolster the resilience of Lao farmers in the face of climate change, recurrent flooding, and unpredictable weather patterns.
According to Lao News Agency, agriculture is a crucial component of the Lao economy but remains vulnerable to climate variability. The initiative seeks to enhance the existing Lao Climate Services for Agriculture (LaCSA) system, providing rural communities with more detailed and actionable information. Enhancements include integrating ten additional crop types into forecasting models, incorporating nutritional data to support food security, and developing a proactive flood early warning system in collaboration with the University of California, Irvine.
Kyung-Mee Kim, FAO Representative to the Lao PDR, emphasized the comprehensive nature of LaCSA, which provides climate services to farmers and institutions. The initiative is designed to deliver timely climate information, crop-specific advisories, and early warning systems, empowering farmers to make decisions that protect their livelihoods and promote sustainable farming practices. It reflects strong collaboration between the Government, FAO, and development partners, aligning with national priorities.
Mr. Khamphachanh Vongsana, Director General of the Department of Irrigation, discussed the project’s expected impact on local communities. He noted that the primary goal is to protect farmers’ livelihoods by expanding early warning systems to cover more districts and crops, ensuring timely information delivery to enhance food security and nutrition.
The project includes a training program for Provincial and District Agriculture and Environment Offices across 10 districts in four target provinces to ensure effective use of the upgraded system. This capacity building will facilitate the LaCSA platform’s technical advancements, improving agricultural planning and disaster risk reduction in the field.
This initiative is part of the ADB-supported SRIWMSP, which aims to enhance agricultural profitability and resilience in the Lao PDR by modernizing irrigation infrastructure and strengthening land use management, supporting the Government’s objectives for sustainable watershed management.
