Regulations for Casting Ballots in National Assembly and Provincial People’s Council Elections

Vientiane: The regulations for casting ballots in the upcoming elections for the National Assembly and Provincial People's Councils have been outlined, emphasizing procedural clarity and transparency to ensure a smooth electoral process.

According to Lao News Agency, the regulations detail nine key provisions. First, polling stations are to be set up in locations deemed appropriate, convenient, and secure, such as schools or community halls. These stations must include private voting booths to maintain the secrecy of the vote. Additionally, each polling unit is required to prepare two separate ballot boxes, one for the National Assembly election and another for the Provincial People's Council election.

The Polling Unit Committee holds the responsibility of guiding voters by disseminating clear instructions on election regulations, including the correct procedures for marking and casting ballots. This ensures that voters are well-informed about the process. Transparency is further addressed by requiring the committee to open and display empty ballot boxes in front of voters before voting begins.

Voters must present identification cards to receive their ballots for both elections. For those who are illiterate and unable to mark their ballots independently, the committee can provide assistance in strict accordance with the voter's expressed choice. Voters are required to personally place their ballots into the ballot boxes unless they are physically unable to do so, in which case a committee member may assist them.

For voters who are unable to travel to polling stations due to illness, disability, or age, the committee will organize mobile ballot boxes to facilitate voting at their location. Additionally, if a voter makes an error while marking their ballot, the spoiled ballot must be returned to the committee to receive a replacement.

Finally, to maintain orderliness and proper conduct at the polling stations, voters are required to cast their ballots one at a time. These comprehensive regulations aim to uphold the integrity and efficiency of the electoral process.
