Labor Ministry Reviews Registration Drive for Undocumented Foreign Workers

Vientiane: The Department of Labour Management convened a two-day meeting on June 23-24 to assess a registration program aimed at undocumented foreign workers in Laos. Deputy Minister Phongxaysack Inthalath chaired the meeting, which saw participation from labor officials nationwide.According to Lao News Agency, Phongxaysack highlighted the dual challenges of a labor shortage and an influx of both documented and undocumented foreign workers from countries such as Bangladesh, Myanmar, and India. The situation has gained public attention, prompting calls for improved oversight.Phongxaysack urged labor authorities at all levels to enhance inspections and collaborate with other government bodies to tackle illegal employment, prevent unfair competition with Lao workers, and mitigate related social issues.The registration campaign focused on foreign nationals working without authorization in sectors like construction, repair services, beauty services, and food preparation, where labor demand is high. The prog ram ran from July 1, 2025, to April 30, 2026.According to the ministry, authorities identified 10,762 undocumented foreign workers in 2024. Of that number, 5,163 workers, or about 48%, were registered and issued temporary work permits, including 1,635 women.Officials acknowledged that the registration rate fell short of expectations, revealing persistent challenges in identifying workers and gathering accurate data.Phongxaysack emphasized the need for stronger cooperation among ministries, provincial and district labor offices, and local authorities to integrate more foreign workers into the formal system, ensure compliance with labor regulations, and improve state revenue collection.
