Lao PDR and European Union Mark 50 Years of Diplomatic Relations

Vientiane: The Lao People's Democratic Republic (Lao PDR) and the European Union have celebrated the 50th anniversary of their diplomatic relations, commemorating a partnership that has evolved significantly since its inception in 1975. This milestone marks the strengthening of a relationship that has matured and expanded in various dimensions over the years.

According to Lao News Agency, the diplomatic relationship was first established on 21 November 1975 when the then-European Communities accepted a proposal from the Lao Embassy in France to formalize ties. This was a pivotal moment, as it coincided with the founding of Lao PDR, and the appointment of its ambassador to France as the first representative to the European Communities. This laid the foundation for a dynamic partnership that has continued to grow and adapt, particularly after the European Communities became the European Union with the Maastricht Treaty in 1993. The subsequent signing of the Lao PDR-EU Cooperation Agreement in 1997 further solidified this relationship through the establishment of a high-level joint committee and regular policy dialogues on development, trade, and human rights.

Over the decades, the partnership has been strengthened through numerous high-level exchanges, including significant visits by EU leaders during Lao PDR's ASEAN Chairmanship in 2024. Recently, Foreign Minister Thongsavan Phomvihane attended the EU's 4th Indo-Pacific Ministerial Forum in Brussels, which coincided with the anniversary of their diplomatic relations. On this occasion, EU High Representative Kaja Kallas and Foreign Minister Thongsavan Phomvihane exchanged official congratulations, highlighting the symbolic importance of this milestone.

The relationship between Lao PDR and the EU has consistently emphasized sustainable, people-oriented development. Initially focusing on challenges such as unexploded ordnance (UXO) clearance, the cooperation has evolved to support national development priorities like education, health services, food security, and human rights. Collaborative efforts have led to significant advancements in sustainable agriculture and climate-resilient practices, and the EU has played a crucial role in developing agricultural supply chains and contributing to environmental conservation.

Connectivity has emerged as a key theme in recent cooperation, with the EU's Global Gateway initiative investing in sustainable transport infrastructure. These efforts aim to enhance Laos' role as a regional hub for economic integration and growth.

The relationship has now transformed into a comprehensive partnership addressing political cooperation, governance, human rights, and global challenges such as climate change. Both parties are committed to further collaboration in areas like green and digital transitions, responsible investment, and promoting civil society engagement. The EU has reaffirmed its commitment to supporting Laos' long-term goals through the 10th National Socio-Economic Development Plan.

The anniversary was celebrated at a reception in Vientiane on 10 December 2025, featuring keynote speeches by Mr. Mark Gallagher, EU Ambassador to Lao PDR, and Mr. Thongsavan Phomvihane, Minister of Foreign Affairs of Lao PDR. The event was attended by key representatives from government, business, civil society, and the diplomatic community, underscoring the significance of this enduring partnership.
