Vientiane: The Inception Meeting, organized by the Department of Planning and Cooperation (DOPC) in Vientiane Capital, brought together approximately 30 participants from across key government ministries, research institutions, producer organizations, and the private sector. The meeting formally launched a two-step process: a Stock-Taking Survey and Value Chain Analysis, planned for mid-June 2026, followed by a Business Matching Event connecting Lao supply-side actors with international buyers and investors.
According to Lao News Agency, the initiative emphasizes understanding the current landscape before engaging investors. FAO Assistant Representative in the Lao PDR, Chanthalath Pongmala, highlighted the importance of evidence-based planning, noting that the Stock-Taking Survey aims to identify the real opportunities and gaps in the Lao chili pepper sector. This initiative is part of FAO's Hand-in-Hand Initiative (HiH), which focuses on promoting agricultural investment through data-driven strategies.
Chili pepper, already prevalent in several provinces, is being re-evaluated as a commodity with potential to generate income and attract investment. Mr. Phommy Inthichack, Deputy Director General of DOPC, Ministry of Agriculture and Environment, emphasized the shift in perspective towards viewing chili peppers as a marketable commodity. The interest shown in Lao chili peppers at the FAO Hand-in-Hand Global Investment Forum in Rome last year has fueled this organized approach.
The initiative's first step involves a comprehensive analysis of the current production and market conditions for Lao chili peppers, especially in key markets like China and the Republic of Korea. The results will culminate in a Lao Chili Pepper Investment Brief, which will be used in the subsequent Business Matching Event to directly connect Lao producers with international buyers and investors.
The meeting saw participation from various government departments, including the Department of Agriculture (DOA), the Department of Agricultural Extension and Cooperatives (DAEC), and the National Agriculture and Forestry Research Institute (NAFRI). Attendees discussed roles, responsibilities, and information gaps to ensure the initiative's smooth progression.
FAO is providing technical support for the initiative through the Technical Cooperation Programme "Strengthening Agricultural Investment Promotion in the Lao PDR." The initiative aligns with Lao PDR's agricultural development priorities under the 10th National Socio-Economic Development Plan and aims to enhance smallholder income and improve value chains.
