NA Chairman Emphasizes Strengthening Vietnam-Laos Judicial Cooperation

Hanoi: The Vietnamese Party, State, and people always value and give the top priority to the great friendship, special solidarity, and comprehensive cooperation with Laos, National Assembly Chairman Tran Thanh Man told Chief Justice of the Lao Supreme People’s Court Viengthong Siphandon during a reception in Hanoi.

According to Lao News Agency, the longstanding bond between the two nations, founded by Presidents Ho Chi Minh, Kaysone Phomvihane, and Souphanouvong, continues to be nurtured by current generations. Chairman Man congratulated Laos on its progress toward meeting its 2025 socio-economic targets, successfully realizing the resolution of the 11th National Party Congress, and the ninth five-year socio-economic development plan, while preparing for the 12th National Party Congress slated for early 2026.

The Lao official highlighted the growing bilateral ties evidenced by frequent exchanges between leaders at various levels. She noted the recent visit of Lao Party General Secretary and President Thongl
oun Sisoulith to Hanoi for the signing ceremony of the United Nations Convention against Cybercrime as a significant event in the partnership.

Judicial cooperation was underscored as a key aspect of the political trust and mutual support between the two nations. The visit by the Lao delegation aimed to review court-to-court progress, share updates on judicial reforms, and discuss the renewal of the 2008 cooperation agreement between the two supreme courts. Enhancing collaboration among provincial courts, particularly after Vietnam’s recent administrative restructuring, was also proposed.

Chairman Man reaffirmed the commitment of Vietnam’s Party Central Committee’s Politburo and Secretariat, under the direction of Party General Secretary To Lam, to advancing Vietnam-Laos cooperation in multiple sectors, including economy, national defense-security, science-technology, and education. He noted the oversight by the two legislatures of bilateral investment projects to address challenges and accelerate progress.

e highlighted the scheduled inauguration of Wharf No. 3 at the Laos-Vietnam international port in Vung Ang, Ha Tinh in April as a milestone for enhancing Laos’s maritime trade access and deepening economic linkages between the two countries. The cooperation between the two supreme courts in personnel exchange and training, experience sharing, and judicial assistance was praised as well.

Both sides are working to finalize and sign a new memorandum of cooperation, which is expected to align with ongoing judicial reforms and the building of socialist rule-of-law states in both countries. This new framework is anticipated to strengthen cooperation in personnel training, digital transformation, and interprovincial court connectivity. Chairman Man suggested maintaining regular exchanges and mutual learning to further solidify Vietnam-Laos ties.
