New Social Welfare Law to Support Vulnerable Groups in Laos

Vientiane: The 9th Ordinary Session of the 9th National Assembly, chaired by Vice President Mr. Chaleun Yiapaoher, discussed a new draft law on social welfare on June 17, 2025. The draft law, introduced by Minister of Labor and Social Welfare, Ms. Keo Chanthamixay, aims to improve support systems for people in need and make services more modern and fair.

According to Lao News Agency, members of the National Assembly showed support for the draft, agreeing with its key ideas and offering suggestions for improvement to ensure clarity and alignment with national policies. Minister Keo highlighted that the law will establish clear rules for managing social welfare services, including staff appointments, promotions, evaluations, and behavioral expectations, with the goal of ensuring fairness, professionalism, and strong ethical standards.

The law addresses growing social challenges such as changing lifestyles and the increasing needs of vulnerable groups. It aims to ensure that national progress benefits everyone, especially those most in need. Currently, social welfare services face issues like weak coordination, lack of clear leadership, and a shortage of trained workers. The new law seeks to address these problems with a clear structure and improved guidance at all government levels.

The draft law comprises 10 parts, 8 chapters, and 62 articles, providing a robust legal foundation to enhance the quality of social welfare services. It promotes good planning, ethical practices, proper budgeting, and alignment with international standards. Once approved, the law is expected to improve the skills and professionalism of social welfare workers and offer more long-term support beyond emergency aid.

Additionally, the law aims to strengthen cooperation between the government, local authorities, and the public, build public trust, and increase international confidence in Laos’ welfare system. This legislation represents a step forward in building a fairer society and supports Laos’ commitment to social justice, equality, and improving the lives of all its people.
