Vientiane: As the Presidency of the 3rd Review Conference of the Convention on Cluster Munitions 2026 (3RC CCM 2026), the Department of International Organizations, Ministry of Foreign Affairs (MOFA), in collaboration with the National Regulatory Authority for UXO/Mine Action Sector in the Lao PDR (NRA), organized a Pre-CCM Meeting titled Consultation on the Implementation of the Lausanne Action Plan and Way Forward 2026.
According to Lao News Agency, the meeting was held at Souphattra Hotel, Vientiane, on November 28, and was chaired by Ms. Moukdavanh Sisoulith, Director General of the Department of International Organizations of MOFA and Head of the NRA Board Secretariat. The event was attended by more than 60 participants, including representatives of the diplomatic corps, development partners, international organizations, UN agencies, and UXO sector implementing partners.
The consultation aimed to review progress, challenges, and lessons learned in implementing the Lausanne Action Plan under the Convent
ion on Cluster Munitions. It also sought to enhance stakeholders’ understanding of CCM obligations, improve coordination among line ministries and implementing partners, and establish practical steps and priorities for the upcoming year.
Additionally, the meeting provided a platform to discuss preparations for the Lao PDR’s Presidency of the 3rd Review Conference of States Parties, scheduled to be held in Vientiane in September 2026. Participants received presentations on the Lao PDR’s leadership in the UXO sector and updates on the current status and progress of the Lausanne Action Plan.
The discussions also covered key implementation challenges, the role of partners during the 3RC CCM period (September 2025-September 2026), and expectations for the next action plan (2027-2031). The meeting addressed the Government’s efforts to establish a resource mobilization mechanism for the UXO sector and reviewed the overall work plan and expected outcomes of the Lao PDR’s presidency in 2026.
