President Thongloun Sisoulith to Lead High-Level Delegation to Russia for Strengthened Bilateral Relations

Moscow: President Thongloun Sisoulith of the Lao People’s Democratic Republic (Lao PDR) is set to lead a high-level delegation to Russia following an invitation from Russian President Vladimir Putin. The visit aims to enhance the longstanding friendship and cooperation between the two nations, rooted in historical ties dating back to the Soviet Union’s support during Laos’ struggle for independence.

According to Lao News Agency, the relationship between Laos and Russia formally began with the establishment of diplomatic ties on October 7, 1960. Following the founding of Lao PDR in 1975, the Soviet Union provided crucial support in various sectors such as education, healthcare, and economic rehabilitation, aiding the country’s recovery from war. In 1991, Lao PDR recognized Russia as the Soviet Union’s successor, leading to the signing of the Treaty on the Principles of Friendly Relations in 1994, marking a new cooperative era.

The bilateral relationship was elevated to a strategic partnership on security in the Asia-Pacific region in 2011. Significant progress has been made in political and security cooperation, with frequent exchanges at all levels. Russia has provided training and assistance in defense, education, and healthcare. The Russian Centre for Science and Culture, reopened in Vientiane in 2013, plays a vital role in cultural and people-to-people exchanges.

Economic cooperation has also seen growth, particularly in mineral exploration and energy. The number of Russian tourists visiting Laos is on the rise, with over 48,000 visits recorded in 2024. Multilateral cooperation remains strong, with both countries promoting multilateralism and a just global order. Russia’s partnership with ASEAN, especially during Laos’ ASEAN chairmanship in 2016, demonstrates ongoing collaboration.

President Thongloun’s visit coincides with several significant anniversaries, including the 65th anniversary of Lao-Russian diplomatic relations and the 60th anniversary of the Lao-Russian Friendship Associations. The visit provides an opportunity to reflect on the legacy of their partnership and set future directions for comprehensive collaboration. The Lao people, many of whom have studied in Russia, hold deep appreciation for the ties between the two nations.
